Benefits leader digitizes ICHRA enrollment to scale carriers, protect compliance, and hit open enrollment
A healthcare benefits company that gives employers and their people a simpler, more affordable way to access coverage through ICHRA (Individual Coverage Health Reimbursement Arrangement). The company set out to turn its ICHRA product into a platform that could scale across hundreds of insurance carriers without sacrificing compliance or service quality.
Learn how Lumenalta®helped a benefits leader digitize ICHRA enrollment to scale carriers, protect compliance, and hit open enrollment.
Benefits leader digitizes ICHRA enrollment to scale carriers, protect compliance, and hit open enrollment
Modernizing a legacy ICHRA product into an automated, carrier-scalable platform built to launch on the industry’s biggest deadline.
Client:
A North American benefits leader helping employers offer affordable healthcare through ICHRA (Individual Coverage Health Reimbursement Arrangement). The company set out to transform its ICHRA offering into a scalable platform capable of supporting hundreds of insurance carriers while maintaining compliance and service quality.
Challenge:
The client faced a fixed November 2026 open enrollment deadline—the busiest enrollment period of the year. Its legacy platform relied on manual processes, custom-built carrier integrations, and inconsistent architecture, making scale impossible.
Each carrier required a unique implementation with no standardized onboarding model. Enrollment, payment processing, and status tracking were largely manual, while the underlying platform shared infrastructure with another product, lacked an immutable financial ledger, and depended heavily on manual testing across nine parallel engineering workstreams.
Solution:
Lumenalta®embedded four delivery teams spanning carrier integration, platform modernization, quality engineering, and AI-enabled delivery to build a scalable, automated platform.
The team created a standardized carrier adapter framework that normalized every integration across enrollment, payment, documents, and status, supported by a canonical data model, configurable onboarding, and bi-directional status tracking. This eliminated one-off implementations and enabled repeatable carrier onboarding.
The platform was modernized using Java, Spring Boot, React, PostgreSQL, and AWS managed services, with infrastructure-as-code, LaunchDarkly feature flags for parallel migration, and an immutable ledger for financial accuracy.
A unified quality engineering strategy introduced shared testing standards and automation targeting 80%+ coverage, while AI-powered development accelerated delivery against the aggressive launch timeline.
Outcomes:
The client transformed a manual, legacy platform into a scalable foundation for growth by:
- Standardizing carrier onboarding into a repeatable two-to-three sprint process, with zero-code onboarding for supported carrier types.
- Automating enrollment and payment workflows, significantly reducing operational effort.
- Consolidating duplicate integration logic into a shared framework capable of supporting hundreds of carriers.
- Strengthening HIPAA compliance through audit logging, encryption, role-based access controls, and end-to-end status visibility.
- Keeping the November 2026 open enrollment launch on schedule while coordinating nine engineering work streams and running legacy and new platforms safely in parallel.
